Leeds is the biggest city in Western Europe without a tram. They've been promised one for thirty years. It's been killed twice.

In 2005, Whitehall said buses would be cheaper and cancelled the tram. In 2007, they tried to build those buses — spent nine years and £27 million planning it. A public inquiry threw it out because buses get stuck in traffic. Two attempts. Seventy million pounds. Not one inch of track laid.

Now it's happening again. The mayor promised spades in the ground by 2028. Then a secret Whitehall report leaked — and guess what it says. Buses would be cheaper. The body that wrote the report sits inside the Treasury. The same Treasury that has spent thirty years saying no to Leeds.

Release the report. Show us the maths. And then let's build the tram.
