A Fixed Penalty Notice is a mechanism from the Government to allow someone to avoid prosecution and discharge their liability through paying a fine.

Anything highlighted in purple is a suspicious value (over 100%). This could be due to several factors, such as multiple offenders being involved in a single fly-tipping incident, or reporting issues.

The 'Worst Council' is the local authority with the lowest ratio of Fixed Penalty Notices issued to fly-tipping incidents reported. This measures how poorly a council is using its enforcement powers relative to the scale of the problem in its area.
